SNS means Safe Nintendo Shell, and the hax possible with it can be used to downgrade from 9.3-10.1 down to 9.2, and it is currently only possible on a new3ds, though Smea has said it may be possible on old3ds with a workaround. It was patched in system version 10.2

前两天为了买dlc刚从10.1升成10.3，于是gg了？

之前有朋友想买新大三，然后我发现tb上贵得飞起

等发布吧，看来我的新大3有救了

. The O3DS will have downgrading. Everyone will have ARM11 kernel and ARM9 kernel on 10.3 and less, so, you can have downgrade too if you have ARM11 kernel. The N3DS only exploit that was patched in 10.2 could only allow downgrading, that's why.
看来老3 随便了 新3 要10.1

7月在秋叶原买的新小三和6个正版游戏
为玩异度之刃升了级，玩了几小时才灵光一动，3DS貌似可以破解，切出去看了下系统 9.4升之前应该是9.2
不过无所谓了，这都快1月了我至今连一个游戏都没通。

那么，有说什么时候发布嘛……
