第一个that指代进行销售活动（conducting sale）的company，这个活动是由第二个公司决定（第二个that指代）
第二个公司和商务部门（第三个that）有联系，商务部门反对在特定送货地址国家进行的销售活动。
三个that绕来绕去........

就顺着看就可以了。“这个公司是不是通过以不同销售送货地址的国家来默认事务部进行销售的吗？” 我不是专业翻译，不一定完全准。

我不太经常翻译成中文，但是这是典型的商务英语。这个意思，如果分成不同句子，会很罗嗦。拉成一个长句子，反而很容易看懂。没啥难的。

其实根本没有绕，顺着下来的，连续几个指代而已，简单的语法。
